Is a Pastor Legit if he has a small congregation?

If the answer is "YES" then why are mega church pastors mentors to small church pastors and not the other way around? And why does everyone think a small church pastor needs a seminar to fix them? And why doesn't small church pastors make the magazines and teach in the leadership conferences?
The size of a church does not determine whether a pastor is a “legitimate” pastor of a “legitimate” congregation. If a pastor is called and anointed by God, they should lead and nurture their congregation according to the instructions of the Bible. As we read in Ephesians 4:11, “And He gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers.” These positions were established by God for the equipping of the saints for ministry and the building up of the body of Christ.
A pastor, whether overseeing a congregation of 4, 40, 400, or 4,000 people, is responsible for teaching and guiding their flock to the full measure of the stature of Christ (Ephesians 4:13). The size of the congregation is irrelevant; the pastor’s role is to help each individual grow spiritually, irrespective of how many members make up the church.
In 1 Timothy 3:2, we are reminded that a bishop (another term for pastor, overseer, or elder) must be blameless, the husband of one wife, vigilant, sober, of good behavior, given to hospitality, and apt to teach. The term “bishop” does not imply a pastor who has “graduated” to overseeing many churches, as is commonly misunderstood in modern church practice. A bishop is simply another word for pastor. The role of a bishop is no different from that of a pastor; it is a local church leadership role, and a bishop can very well oversee a congregation of ONLY 10 people.
Whether a pastor oversees a small church or a large one, they are still called to exhibit the same qualities of care, protection, and guidance. Meaning a large church pastor is not BETTER or more successful than the small church pastor and is not automatically a mentor to the small church pastor.
